Bai Qingli, Shi Weiheng[Purpose/significance] In response to the call of the “14th Five-Year” National Informatization Plan, improve the efficiency of government information service. [Method/process] This study proposes four new concepts, three new scenarios and four new paths of government information service based on information guidance from the perspective of government information resource management, combined with the advantages of information resource management discipline. The new concept of government information services under information guidance includes guiding concept, embedding concept, popular science concept, and auxiliary concept. New scenarios refer to business consultation and handling scenarios, convenient public life scenarios, and public rights protection scenarios. The new path includes data security path, resource coordination path, intelligent service path, and extended service path. [Results/conclusion] It aims to improve the efficiency of government information resource management, break the barriers of government service collaboration, and provide disciplinary momentum for the reform of government information service under the new situation.
Constructing a Framework System for Auditing and Supervising Digital Resources in Academic Libraries Based on the Perspective of State-owned Assets
Yu Li, Chen Tanming, Chen Zhengmin[Purpose/significance] With the continuous growth of digital resource procurement funds and demand for digital literature in libraries, digital literature resources have become the main source of information and implicit basic strategic resources for innovative development in universities. Ensuring their safe utilization and efficient service is the key to digital resource management. Introducing an audit mechanism to supervise the integrity, reliability, applicability, and sustainable acquisition of digital resources purchased with public funds can ensure the independent, controllable, and effective utilization of state-owned digital assets. [Method/process] This study conducts research on the theoretical research and practical progress of digital resource audit supervision in libraries, analyze the accumulated problems, and propose the necessity and feasibility of audit supervision based on the state-owned asset characteristics of university digital resources and the perspective of library public services. Design a strategic framework for digital resource audit supervision in academic libraries around the basic process and rules of internal auditing. [Result/conclusion] A strategic framework for constructing a digital resource audit and supervision system for academic libraries is proposed, covering various aspects of the entire lifecycle of digital resources, including policy leadership, asset inventory management, storage and utilization security management, input-output performance management, and diversified subject supervision and management.
Research on Joint Reading Activities of University Library Based on NVIVO Analysis: Taking TS Academic Library as An Example
Zhang Wenyan, Cheng Meili[Purpose/significance] As an important channel to acquire knowledge and broaden horizons, reading not only embodies the connotation of individual spirit, but also the embodiment of a country’s cultural soft power. In order to guide the undergraduates to read deeply and improve their reading efficiency, there have been more and more academic libraries promoting joint reading activities. [Method/process] In this study, the semi-structured in-depth interviews were used to interview the librarians and students of Library of Guangxi TS University. NVIVO 14 was used to code and make a qualitative analysis of the interview texts. [Result/conclusion] From the coding results, it was found that there have been some problems and difficulties existing in the joint reading activities of Library of Guangxi TS University, such as simplex form and subject, lack of perfect evaluation mechanism, lack of financial support and insufficient attentions of leaders. It proposes several optimization strategies for this: focusing on individual needs, optimizing participation experience, optimizing the form and subject of activities to enhance attractiveness and depth; anticipating in incentives and group expansion to expand coverage, improving the evaluation mechanism and establishing a dynamic feedback mechanism, and expanding funding sources.
Reflection on the Construction of Community Libraries from the Perspective of Future Community: Taking Hangzhou Neighborhood Reading Space in Zhejiang as an Example
Tian Shunzhi[Purpose/significance] Community services of public libraries in China cannot meet the requirements of modern community construction and cannot effectively meet the growing reading and cultural needs of community residents. Studying the future construction of community libraries in Zhejiang is conducive to exploring practical paths to improve community library services. [Method/process] The study comprehensively searched and analyzed 105 reports on Hangzhou Neighborhood Reading Space, visited 10 Hangzhou Neighborhood Reading Spaces, payed attention to 5 future communities (including Hangzhou Neighborhood Reading Space) official account, and summarizes the experience of Hangzhou Neighborhood Reading Space construction; It analyzed the future community construction documents and 10 future community construction planning schemes in Zhejiang, sorted out the inspiration of future community construction in Zhejiang for community libraries construction. [Result/conclusion] The construction of neighborhood reading spaces in Hangzhou provides the following insights: emphasizing the introduction of social forces to ensure the sustainable development of community books; Emphasize diversified services to better meet the reading needs of different groups; Emphasize digital services and improve the level of intelligent services; Highlight community characteristics and enhance residents’ cultural identity and sense of belonging. The development path of community libraries from the perspective of future communities includes: focusing on the sinking of resources and services, and building a “library at the doorstep” of community residents; Focus on cultural excavation and characteristic creation, and build a “My Library” for community residents; Focusing on the reading needs of children and adolescents, building a child friendly community library; Focus on digital cultural services and build a smart community library.
